Social protection services represent a key mechanism for the realization of the right to dignity, independent living and a good quality of life. However, the existing regulatory framework – most notably the government issued Order on detailed conditions and standards for the provision of social protection services, often fails in practice to ensure standards that make this possible. Certain provisions hinder the development of community-based services, limit their accessibility and do not sufficiently take into account the diverse needs of service users, including persons with disabilities and older persons, as well as children and families at risk and other vulnerable groups.
This advocacy initiative, jointly implemented by MDRI-S, Klupa and our organization, aims to make notable changes to this framework.
