Open Competition – Budget Analyst

In order to strengthen protection of economic and social rights during and after the Covid-19 pandemic, the A 11 – Initiative for Economic and Social Rights, in partnership with the Serbian Roma Forum, Public Policy Research Center and the International Rescue Committee (IRC) is implementing the project “Improved Capacities and Resilience of CSOs in Serbia to Protect the Economic and Social Rights of Roma and Migrants in the Aftermath of Covid-19 Pandemic”.

The overall objective of the project is to introduce an approach based on economic and social rights in disaster risk reduction management responses – through the direct involvement of affected communities – the most vulnerable Roma, refugees and migrants, and strengthen capacities to deal with future emergency situations.

Consultant job description:

The work of the consultant will entail the budget analysis of measures adopted during and immediately after the outbreak of the Covid-19 pandemic, as well as the effects of measures aimed at mitigating the consequences of the pandemic, especially from the perspective of the progressive realization of economic and social rights. This includes the budget analysis of the Government expenses and the impact of economic policy decisions on the enjoyment of the economic and social rights of Roma and migrants, from the perspective of maximum use of available resources, progressive realization of economic and social rights, non-discrimination, proportionality of measures and participation of affected communities in the process of budget decision making. The budget analysis will be an integral part of the analysis of the impact of Covid-19 on the economic and social rights of Roma and migrants in Serbia, which will be prepared as part of the above project.

Scope of assignment:

The kick-off meeting with the A 11 project team to discuss the details of the assignment, the methodology and the preparation of the analysis;

Drafting and finalizing the budget analysis;

Incorporating in the budget analysis comments received from the A 11 project team;

Providing comments and recommendations for the impact assessment of Covid-19 to economic and social rights of Roma and migrants in Serbia;

Submission of the final report on work engagement.

Applicants must possess the following qualifications:

A bachelor’s degree in economics (or related fields);

At least two years of work experience, preferably (but not necessarily) in the public sector;

Good command of Serbian and English;

Familiarity with the system of protection of economic and social rights in the Republic of Serbia.
